They waited until after the peak to recommend because the degree of participation of the masks could only last for so long and the timing had to be right to coincide with the riots when people would be still wearing face coverings as to embolden the looters.

This is while the virus is declining (just as predicted) - but now they’re trying to stir up hysteria about a “second wave,” since the panic and thus the control were wearing off. Fauci must have realized that his influence is on the wane and he needed to rev it up again with a little panic.
