When I click on the link the site says POLITICO at the top, but there are MSN popups. They are probably one and the same company.

Nope. It’s a Politico story that MSN is displaying on it’s site, like Yahoo display stories from different sources. Many, if not most, news sites do that.
The story writer, Quint Forgey, writes for Politico:

What specifically MSN has done is called “framing”, it’s taking a totally separate page from another site and showing it in a different frame “bottom frame”. MSN has what’s called the “top frame” where it just slaps on it’s logo.
