In 1997, Webber was created a Life Peer as Baron Lloyd-Webber.

He sat as a conservative member of the House of Lords until he retired in 2017.

He is properly styled in British parlance as "The Lord Lloyd-Webber".

So he can be addressed as either Lord or Baron....and it will be correct.
