I can only address this claim in light of California wrongful death law: there are sovereign immunity problems but I suspect it might be possible to get around them in this case. All dad gets in the wrongful death case is the value of the love, society, and support of his deceased son. No pain and suffering. No punitive damages against governmental agencies. Though this kid made a big mistake, it seems like he was a nice kid with some promise. The case has jury appeal. Id value it at $5-15 million at trial IF they can get past the sovereign immunity. But is the city immune from lawsuits due to gross negligence resulting in death?
Well notice that this mayhem is resulting in BLM against the government/police and now even here on FR...against the police.

It looks like Washington State has waived sovereign immunity for state and local governmental entities. I'm sure the attorneys who filed the suit made sure they were on solid ground on that issue before filing.
