She has to be held in quarantine for suspected rabies.
The kid may still have to endure the series of rabies shots.
The only quick way to test for rabies is to remove the head of the animal and examine the brain.

Ah, I have no idea. I assumed the kid was on his bike in his own yard, but the rest of the story has this bit, which sounds like he had it attached to his bike, not a yard-mounted sign:
“The suspect made a U-turn and approached the victim and began assaulting him because of his political banner. The suspect then attempted to take the banner but was unsuccessful,” investigators stated.
