Then apparently this snowfall isn't being caused by global warming. It's just something that randomly happens periodically, like a 100 year flood.
Probably easier with a heavy coating than it was with a dusting. But most of the city isn’t cobble stones, the sidewalks are concrete with a grid of raised squares tightly spaced. Very uniform and even. But yes there are cobblestones areas and that would be rough.

You build according to expected conditions. Like many San Francisco roofs could not handle Manila rain intensity, or wind gusts.
And Spanish ones, very likely, the weight of snow normal for Buffalo NY.
Or hurricanes in florida, right? Is snow really that heavy? Do you really have to upbuild your roof? Do you have to get up there and shovel it off? How much snow would be considered a potential for diaster? It snowed here once, 1/19/1977

A lot of Madrid roofs are rather rickety, from experience with attic pisos (flats). Its an arid region.
I can imagine the chaos. I had just moved to Tucson, Arizona in 1986 and that December they had a snowfall that resulted in about 1.5” of slush and the town was shut down until it melted away. Being from Montana I was mystified as to why that would be so hard to deal with and why in the hell they were trying to make snow angels in it.

I think more relevant to their snow is the fact that they are at Elevation 667 meters (2,188 ft).
Usually the slanted roofs are fine...flat ones like those on apartment buildings and strip malls can have a weight problem.
