I think he meant “not Medusa”, more properly phrased “prettier than Hillary,” as in “more pure than Ted Kennedy (or Bill Clinton),” “smarter than Joe Biden.”
If one not only lowers a bar, but digs a ditch and partially buries it, one can produce a “standard” that all but the lowest of the low can exceed, and congratulate themselves as being excellent.
As I understand it, GIbbon was an expert at this sort of sarcastic use of historical fact that looks like a lie from most angles, but is arguably a mode of expression when writing a sort of poetry—Belloc has a good short essay on his use of footnotes, I believe with footnotes in the title. He loved him as a writer of prose (an exceedingly high compliment given the source) but detested him as a historian (an almost as damning condemnation, given the source)—and claims to have read him daily. Sort of like Jerome and Origen.
