The best procedure would have been for the officer to state that he was unable to intervene due to the strong chance that his round fired would have struck the victim and sadly the victim was stabbed to death.

I think we as a society have to ask why these barely teens are commiting carjackings resulting in a death, brandishing a gun in front of police and in this case attempting to stab another teen to death. We also have to ask about what punishment is appropriate for teens like the two carjackers in Washington DC whose actions result in death.
