Not a dumb question. IMO, if this company didn't have backups of any important systems, that was criminally negligent. Where I work, we have annual tests of disaster recovery tasks for each of our applications. We assume our western data center has slid into the pacific ocean, and execute our recovery on our central data center.
This isn't rocket science. There are known catastrophic risks out there. A competent IT department plans for that.
I’m not sure I’d blame the H1B’s. Remember that Colonial is governed by federal hiring rules as they do business with federal entities.
I’ll bet their staffing is required to follow federal hiring guidelines. No telling how many less qualified IT personal they have to hire to meet the required quotas.
Although we will never know how the breach happened, it ma have been as simple as some not so qualified person doing something a truly qualified IT person would know not to.
Remember prior to Trump’s Executive Order last year, there was no restrictions on using H1Bs in any federal contractor
That executive order was short-lived and blocked by an Obama Federal Judge…
