When friendly questioner Lester Holt pointed out to Harris that she hadn’t visited the border once, she pulled her trademark move (whenever she gets busted) of breaking into that famously weird dismissive laugh and replied, “And I haven’t been to Europe,” as though an equivalent problem is coming out of Europe. Hordes of damp Irishmen desperately washing up on the shores of Maine, perhaps.
Not only that, but if I’m not mistaken her parents weren’t even naturalized at the time of her birth.

She went to school in Montreal, Canada.
Closer than Indonesia, but still not America.
In this case there may be an element of self-preservation afoot. Not sure.

Harris is an anchor baby, neither parent was a citizen when she was born.
It is only by accident of geography when her mother gave birth that she is American at all.

Both of her parents were here on student visas. She was Born a Jamaican subject to the laws of Jamaica. She may hold status as a citizen depending on the law at the time. (Which I do no know.) But since subject to another nation’s law as a citizen of that country she is not qualified to be VP or President.
Is actually only COVID slowed down the flow. Before that record numbers of legals were pouring into the country.
Kamala Harris could very well be overwhelmed and having a nervous breakdown. A nervous laugh and then snapping in anger is associated with altered mental states or mental illness, such as mania, hypomania or schizophrenia. Paradoxical laughter is indicative of an unstable mood, often caused by the pseudobulbar affect, which can quickly change to anger and back again, on minor external cues.
