Store opening = indication of area legitimacy; store closing = indication of area worthiness, Rev.? Conflating them does not make legitimacy and worthiness synonymous in a free market. Target said it'll take chance on making a legitimate investment; Area economics, not its innate worthiness, is what proved investment's legitimacy.
