Just found out why Nance doesn't have a CIB while claiming "combat experience". He has a geedunk Combat Action Ribbon. The Fleet Navy has its own standard for that award. In Nance’s case he was either on or near a ship that fired missiles, or was close to a SCUD splash down. When this happens, the award goes to all members of the ship(s).
I looked for a Navy Achievement, Navy Commendation, Bronze Star, Silver Star and saw none. I could have missed them. For non Navy, the pin/badge atop his medals is for Surface Warfare quals. It means nothing other that studying the manuals and taking a test. An E-4 can get the same pin, and I believe it is now mandatory within 18 months of being assigned to a warship.
