As Chief Justice Roberts said about the ObamaNoCare question, it is a mandatory “fee” and thus not a “tax.” Or similar idiotic contusion.

The digital odometer on my 2001 F150 rarely lights up but if I ever want to know the mileage, I can just plug in my scan tool and read it off of the PCM.

That’s likely the way it would be done in an inspection anyway. If a state or locale has emissions as part of the vehicle inspection, I think they normally do plug in a scan tool to check for emission related codes. They don’t rely on looking at your check engine light because the bulb could be out.

The PCM gets mileage from the same sensor that tells your transmission when to shift and makes adjustments to spark timing, fuel/air amounts and other things. Your vehicle wouldn’t even drive if that sensor was out or if it did drive, it would be with the transmission in limp(home or to shop) mode leaving you 2nd gear and reverse only.

All of the above is true on my 20 year old truck. Just think what electric vehicles will be like in another 20 years. They may beam data up to satellites on a constant basis. GPS, mileage, MPH.

Once the govt starts something it rarely ends. Technically there is no mileage tax. This bill means there will be one as soon as they can get it done, which will be easy once they can say they’ve done the pilot program that proves it will be wonderful, popular and save many lives.

And every one of those gas-consuming vehicles gas a license plate, unless it is off-road. Now if the state requires an odometer reading in order to renew the plate, that is a reporting mechanism that allows the taxing authority to calculate and impose a tax.

The study would be for how to tax unlicensed vehicles, and how to get people to pay the tax in advance in between license plate renewal dates.

Yeah but how often when you renew your license does anybody from the government even get near your car? Here in AZ unless you’re in Tucson or Phoenix you don’t need emissions testing. And even in the cities for newer cars you only need emissions after a few years. Renewals happen on the web, hit the form, fill out the credit card, wait for your tags. They gonna ask me for an odometer reading? Looks like I went 100 miles last year.

The infrastructure to do this kind of tax nationally just isn’t there. And would takes years and lots of money to put in place. Even more years cause it’s the government doing it. Took em 20 years to get standardized ID in place. And that’s just a matter of getting the states to use a certain format for IDs. For this tax if they started the effort tomorrow it might be in place by 2075.

The first problem for a Federal agency is that motor vehicles are registered by the states, not the Federal government. There is currently no mechanism for the USDOT to do what you've described in your post.

This is the kind of thing that is likely to be flagged as a major impediment to a mileage-based tax when this "study" outlined in the Federal transportation reauthorization bill is completed.

Idiots! What’s it going to cost to implement and enforce??? Mileage report readers, odometer police… a bigger boondoggle than their IFTA that saddles the trucking industry with this mile millstone.
At just 20 mpg it’s a $1.60 per gallon tax on gas when it’s 0.41 $ now federal plus each state’s added tax, no that much and a hell of a lot easier to collect.
More senseless government jobs to prop up a failed fraudulent administration a win win for like I say idiots

You’ll notice they didn’t mention what the limitations were on mileage or even if mileage is going to be used. They don’t have to determine by gas purchase at the pump. They can just bug your credit card for purchases and take a percentage over an expense they determine. Insurance is done that way right now for miles. And in time they can get you for parts sales and service with the chip in the card. They’ll hack you. Now if you use cash, then they will have to bug the car itself with a chip in the onboard. We’ve come a long way since sperry. I’m not sure it’s in the right direction. Cartapping has been available with GPS for years.

I propose a mandate that before any Congressman (oops person) must read all 10,000 pages. They must also be able to prove that all 10,00 pages were read.

But as electric car use increases in the years ahead, a mileage tax would be used so that electric car owners are paying taxes to pay for roads.

Or they can just print money until the system collapses.
