Yes...you are absolutely correct that in the end, it was the Truman White House that made the decisions from 1945 on.
However, the rot started way, way back in the FDR administration. They were the ones who put communist spies in charge of feeding information throughout the war back to be used in official channels for decision making. They began a whispering campaign, and more than that, in official dispatches to the State Department and the Executive branch, they talked down the Nationalists as completely and wholly corrupt and untrustworthy, and the Communists as “agrarian reformers” whose ideas of freedom and liberty were more in line with the conceptions that we as Americans had.
What a joke.

Which is a true statement; the Japs have only flown helicopters. (Because these carriers are HELICOPTER carriers. It's just now that they've figured out... gollly... we can fly fighters off of these ships too... SURPRISE, SURPRISE!!)
