Who chooses what the foundation of those ethics are? Is it a relativity golden calf? Is it the one true God? Is it the Constitution?

I clicked on this post thinking that California was requiring ethics studies. I thought that California was moving up in their consideration of their kids' behavior.

California's youth still remains aimless.

This is the broad brush technique used to stigmatize an entire group for the actions of a few. In this case, it is the actions of people in the past. The Pars pro Toto Fallacy, is the stupid but common fallacy of incorrectly applying one or two true examples to all cases. E.g., people who committed particularly horrifying crimes in the past, and whose example is then used to smear the reputation of the entire group today. It is also The fallacy of composition which is an informal fallacy that arises when one infers that something is true of the whole from the fact that it is true of some part of the whole.

If some people in a group behave badly and if people then wrongly think that all of the group is equally bad, you can say that the whole group is tarred with the same brush.

California should be teaching its kids critical thinking; not fallacious logic.

Or is this just a self-glorifying, welcome to Mexico Norte class?

Yes.
