I live up I-5 from Portland in Olympia WA. It is much the same.
In addition, a recent state law prohibits police from making an arrest unless they have eyes on the perp doing the crime.
So if a store is robbed and witnesses say it was a white guy, middle aged in a silver Ford and give the cops the get-away car’s license, the cops can not make chase or track the person down until they have built a case against him. By that time, the guy is long gone. And the car was probably stolen so the license is not helpful.
It is open season for criminals. The crime rate has sky-rocketed. As a result, we have not shoplifting but daily armed looting and, in a small county, around 3 cars a day being ‘jacked.
