Cape Cod is moving west, and it has nothing to do with subsistence or upheaval, but erosion. The land to the east, seaward, side of Cape Code is eroding into the sea, and storms and tides are adding land to west , to the bay side. The amount of accretion to the west is about 20 feet in my lifetime. Much greater than any affect of global warming.

That is isostatic rebound. I don't know much about it or how it's accounted for. It sounds like a fudge factor to me, as Tony said, the inflection point happens to be exactly at the point at which the form of measurement changed.
It also isn't clear what the vertical axis "sea level anomaly" is meant to represent. Satellite altimetry can tell us the height of the sea above a reference gravitational potential potential with great accuracy, and the internal consistency gives very accurate estimates of the accuracy as well.
My suspicion is that isostatic rebounded was added to satellite data because the sea level wasn't behaving the way the alarmists wanted it to.
