I am of the opinion that first offense election tapering that results in the alteration of 10 or more votes should result in jail time say 1 year and prohibited from any public office.

More than 100 votes and/or second offense, a longer jail term, say 5 years with loss of the right to vote and prohibited from all election activities.

Third offense and/or 1000 votes, and 10 years, and loss of citizenship, and exile upon completion of jail.
