Before a weapon is cleared for full scale production a certain number of tests must be made. This was almost certainly a test missile only used against a real target. (The best kind of test.) As to putting nukes on them, probably not. The reason is they are kinetic-kill weapons, not explosive weapons. What makes the big explosion when they hit is the sudden transfer of kinetic energy to the target. To achieve that kind of speed the missile must go VERY fast, which means the weight of the missile is mostly fuel and guidance equipment. The problem with nukes is the explosive element must be shielded as the long-term storage of the radioactive elements degrades any nearby guidance and control equipment. Also, you don’t want your missile causing the people who handle and load it to become sterile.
