I hate to go all "Bell Curve" on you, but the 'rats absolutely deserve much of the blame. One of the conclusions of Hernstein & Murray in The Bell Curve was not merely that blacks were less intelligent, but that the less intelligent Davon'tes and Lashandras reproduce at a far faster rate than the Thomas Sowells, Clarence Thomases and Denzel Washingtons. The 'rat welfare system has much to do with this. Inner city blacks are born into fatherless homes with surly unloving mothers and gravitate to gangs for a sense of "family".
You are correct that dime-a-dozen programs like midnight basketball are not going to accomplish anything. It would require a shutoff of the welfare state that rewards single mothers to keep having kids. It would require a willingness to admit that some people probably should be allowed to fall through the cracks because they are not worth saving. It would then take several generations for a better class of people to replace the feral animals that populate the cities now. While I believe the 'rats bear a lot of the blame for the decline of American blacks, I doubt anything can or will be done about it now.
I live in Texas.....I could be wrong but I don’t remember this happening here.....people who do this sort of thing go away for a long time!!!!

When inner city daddys spend time with their kids, the kids end up getting shot.
That alone is a yuuuge problem in the "black community". A birth father who doesn't help raise his kid is a father in name only, and that's more liable to be the case if the "father" isn't grown himself. Then there's income: single parents make less than married parents, again making babies while young impacts this. Young adult teens make less than adults in their mid and late 20's -- waiting to make babies means waiting until you're making more money. So just waiting on making babies makes a world of difference in so-called "disproportionate" household incomes without even getting into bad career choices and hating "acting white".
