This war or whatever Putin chooses to call it should end soon, and when it does, money to repair the damage in Ukraine should come from Russia. It should not come from western nations directly, maybe we can collect some of it in the form of tariffs or confiscations.
The best solution would be for Russians to replace Putin with somebody more reasonable and admit a large share of the responsibility, perhaps in return for some concessions and a return to normal on the export of resources (but with some tariffs added to raise this reparation budget).
Or Putin could come to his senses and take that approach himself. I don’t think arresting him for war crimes is ever going to happen, whether it should or not. He’ll be lucky enough to be alive in a year or two anyway by the looks of recent photos.

There has been an increase in sentiment of a strong, unified Ukrainian identity since 1991. Most Ukrainians see their future as a sovereign country that is part of Europe. Of course, this directly contradicts Putin’s goals.
Putin attempts to invoke the concept of the “Russian World” or “Russkiy Mir” – that Russian civilization extends to everywhere that ethnic Russians live no matter where Russians are in the world.
