Beslan, Dubrovnik theatre, etc was carried out by Riyad-us Saliheen Brigade of Martyrs under the CIA funded terrorist commander Shamil Basayev.
So a large part of Chechen terror is foreign created and funded by CIA globohomo, not Putler

Kadyrov was Deputy Prime Minister of Chechnya when Beslan occured. That was after the 2nd Chechen war, his government was pro-Russian. He became acting prime minister of Chechnya in Nov 2005.
So if this pic was taken after Beslan, he is the deputy prime minister of Chechnya, and he is standing with his own uniformed military in the back.
But you have convinced yourself this is proof he is a terrorist.

As for 1996, that was the time of the first Chechen war.
He and his father did fight against the Russians at that time. That’s not terrorism, that’s war as part of a standing military.
He and his father switched to pro-Russian in 1999 and fought with the Russians against Chechen separatists in the 2nd Chechen war.
This put the Kadyrov’s in direct opposition to Shamil Baseyev, years before Baseyev did terrorism in Beslan, the theatre, the two passenger planes, and the hospital raid.
