That is EXACTLY what is going on today with EVs and banning gasoline cars, only it is being greatly accelerated compared to what happened in the late 20th century with regard to emission controls.
California started it. The auto makers got tired of building two products, one for CA and one for the rest of the country, and all states fell in line before the EPA made the regs national in scope.
