We may not know all of the efforts, but this was at least the third known effort since 1921, not counting WWII, when well before Ukraine was even taken by Nazi Germany, they very well may have lost roughly 20 to 26 million people due to atheistic humanist Bolshevic, Lenin, and Stalin revolutions (including the Soviet “White Revolution”), multiple mass deportations, forced famine and mass starvation including millions of women and children, all private family farms and property, and often surviving children taken by the state to be indoctrinated and serve in the Red Army, etc, etc, etc...

Before going further, what were the Underlying Fundamentals and Beliefs Driving this Mass Death and Enslavement —

In early 1991, a series of KGB and GRU efforts wiped out many of those in Ukrainian government who had been involved in recent and not so secretive support of Reagans efforts to end the CCCP.
The Russian KGB made sure to keep Ukraine as a subordinate within the transition from USSR to CIS (the false moniker referred to as Commonwealth of Independent States). The CIS is to this day, ultimately a subordinate organization under tbe Russian Federation, with CIS (former CCCP) Military Headquarters in Moscow.
Through the 1990’s, Bill Clinton repeatedly acted in decisive economic, finance, and military favor in behalf of Russia, (as he did with China over Taiwan). The Clinton administration saw and acted in overwhelming favor to support Russia over all CIS subordinate nations, which included Ukraine. It was the exact same with Communist China, as Clinton vastly supported Communist China over all others.
In the early 2000’s to the mid 2000’s, there were multiple ground based upheaval movements in Ukraine to try again to become free from Russian military, economic, and reciprocal social, religious, and trade laws which had by force ruled a subordinate Ukraine since 1991.
As well, Ukrainian soldiers were being and farmers were being forced to support Russian objectives throughout the Middle East, again in several countries in Africa, and Russian led anti-American efforts in Venezuela, Nicaragua, Guatemala, and not so quietly against the US in Afghanistan, Iraq, and the South China Sea. Yes, Ukrainian Army and Navy personnel had to support Russian anti-American efforts globally, as Ukraine was fully subordinate to the Russian controlled CIS.
In other words, Russia was using CIS subordinate member personnel as “cannon fodder”, often opposing US operations.
In the 1990’s Ukraine had multiple independent Ukraine government officers and political leaders either assassinated, nearly assassinated (but vegetabalized), or completely disappear from the face of the earth, including their entire families with children, due to Russian FSB (KGB).
In the.early to mid 2000’s Russia turned off Ukrainian gas multiple times during the Winter’s months, just to ring Ukraine to it’s knees.

Actually, he said the Soviet Union was horrible, but its breakup was also horrible, as it stranded 10s of millions of Russians outside of what became Russia, due to the artificial internal borders of the Soviet Union.
And Putin did say that he dreamed of a bringing all of the Russians back into an enlarged Russia, which is consistent with the Ukraine operation.
But that is still far different than bringing back Ukrainians and Poles, for example as they hate Russia (and Russians) and Putin knows it, and wants nothing to do with them.
Czarist Russia actually had more of Europe than under the Soviet Union.
