The West gradually is turning into Stalin’s Soviet Union. So in that sense, they are right. The State tells everyone what the Truth is, including scientific truth. So the UN owns Science.

21 centuries ago it was Caesar who was Science as he was an important God in Rome, along with being the emporer. The world should not turn the clock back 21 centuries now. Keep government out of Science. What should control Science is the Scientific Method.

It's sure getting tougher to be a conspiracy theorist these days. "We own the science" is really "we own the microphone", which isn't the same thing and inevitably places the speaker on the losing side when science has its revenge. It's one reason the Left is constantly changing their story.
Still, it's a refreshing bit of candor, spoken by someone who thinks it's safe because there's nothing anyone can do about it. In Greek this is hubris. Nemesis follows.
