State loans of former or retired military from the NG could perform border enforcement. Spying can easily be accomplished by the internet. Pay bounties for the capture of, or the finding of information. The entire world can get in on it.
If you think about it, why do we still have ambassadors stationed in foreign lands? A Zoom call or so will suffice, with a visit in times of trouble.
I would rather have retired military officers serve as ambassadors, they will be happy to serve without all the glitz and glitter.

Imagine if Christopher Stevens had military rank, and could call in air support. I know the perfumed princes LOVE some pampering. I was thinking more about Officers NOT generals, who don’t exist to get the star. Or who never could, because they won’t kiss the “dirt star”.
