He's trying to financially ruin people now, since he can't criminally prosecute anyone. He'll keep investigating until the people he investigates go broke defending themselves.

I don’t know how granular this is but I believe the (now Republican) house controls the expenditure of money. If the funding for this special prosecutor disappears so would the investigation.
