How long before street folks start using them to shoot up and/or have sex in them. They have 20 minutes to use one, but I don’t know what happens after the 20 minutes.

Several outhouses on a vacant lot wouldn’t cost this much, even with future “repairs” & maintenance. What kind of idiots live & work there?
