No, he hasn't been charged with a crime. How could he be? He's not going to be charged with a crime in the U.K.

I have a question: Let's hypothetically say authorities had substantial evidence this man committed a crime in a U.S. jurisdiction. Would the U.S. actually arrest him, if he visited the U.S., and create an international incident, or would they avoid the trouble?
