24. Bullcrap. Fortunately most civilian go to shelters when an attack is imminent or beginning. Those without shelter, poor shelters, or late getting out of buildings are often the main victims of a surprise or massive attack.

The whole city is a target including apartment buildings. See films of other cities, esp. Apartment complexes that were completely destroyed by very a accurate artillery and missile fire.
Often these apartments house military snipers etc., and or equipment. Many photos and videos showing Ukrainian military using hospitals, schools malls and other similar locations to house their military show his on line. Of course this is a common happening in all wars.
