Any guardsman whose MOS (job) is in Intelligence will have a TS clearance else he would not be in Intelligence.

You have no idea what you are talking about, since you have never had a clearance obviously. Talk about his stupidity is one thing, that he was inadequately vetted is another. But he would have access in that MOS.

I know that rank can be impossible in some Guard units, especially popular ones that no one wants to leave, but E-3 with 4 years seems tough, I can see getting stuck at E-4, but not E-3.

In my post 12 the reason I said “I wonder if whatever accounts for that rank “should” have also hurt his clearance” was curiosity over whether this is partly the result of lowering standards.

Was this a guy who in a different era might have been moved to a different job.

Your assumption and scolding were out of line. From what I've seen of ansel12's comments over the years, he's prior service. And if you knew more about how our military forces work, you would know that most of us who were trained for direct combat didn't see what goes on inside of any intel REMF unit or S2. Most of us were only trained to hand PWs over to intel.

After basic training and as we started flying to our next schools or bases I would look at the uniforms of the uniformed travelers at different airports and was a little surprised to see the privates with inappropriate badges or patches to pump themselves up for going home I guess, it was funny.
