It is VERY plausible. When I went into intelligence, it was very hard to get access to TS. But the entire intel community got lazy because separating the workforce was tiresome and expensive.

What was the solution? Give everyone a TS clearance. To include admin, human resources, travel clerks, comptrollers.....everyone.

So everyone has access to a SIPR and JWICS box. And if you are in the Beltway.....JWICS is more common...you have to go look for a SIPR box in many cases.

It changed after Desert Storm. But the Beltway is the worst. My agency moved into a building where most of the building was a SCIF, and it was impossible to separate the workforce by clearances.

Indeed. People don’t know that for many intel specialties in the military, they have to at least have an interim top secret clearance to attend their formal school. So at 18 years, they already have a clearance.

A clearance is not a wide open door to all programs.

That is what compartmentalization and “need to know” is designed to prevent.

You are correct. But it doesn’t work if it is not a SAP/ACCM, or code word project. The IC is very liberal when a new user sets up their account;, their manager only has to specify (in a very general nature) all the filters allowing them access.

And here is the thing: managers don’t grant access on what their employees are working on currently— they fill it out based on what they potentially will work on. Because no one wants to do more paperwork.

It comes down to laziness, and the counterintelligence folks do not conduct review on what an employee has access to— and what they are actually working on. I have never seen a manager being chastised for employees having access beyond their scope of work.

The interesting detail not yet revealed is: What was this kid’s job, and why did he need access?
