The teleprompter programmer screwed up. It’s spelled “Balmer” as in “Baltimore”. Joe Stupid read it anyway.

Perhaps the hair on his legs did once stand up under a special circumstance. It’s possible. Pretty much everything else he has said is easily shown to be a lie. A few months ago, he claimed that when he was in middle school or high school, he was such a devout Catholic that he got up earlly every day and walked to the Black neighborhood and went to a Black church, and then walked back to his own neighborhood where he attended a second church service. This is so preposterous, but Walter Mitty Biden keeps reinventing himself in his own mind throughout every day. He is complete fraud on every level.
