In March of 2020 Trump had CMS change its Medicare regs to allow nursing homes the ability to refuse to take back sick residents from the hospital.
In May of 2020, Cuomo ordered them sent back in spite of that.
Nursing homes in the state complied.
Even though, thanks to Trump’s changes in federal regs, they could now refuse.
Why did nursing homes do that?
Rumor is it that Albany threatened non-compliant facilities with threats of increased inspection/regulation/decreased funding.
