There doesn’t have to be a cloud. There are numerous lightning strikes that smolder until a wind event. Every year, there are trees, struck by lightning, that smolder inside, through the year, the wind blows, the tree breaks , the smoldering fire gets air, and you are off to the races.

Even if there wasn’t a cloud coast to coast, it is entirely possible, even highly likely, that lightning strikes from a previous storm smoldered until a wind event.
Without nature’s assistance, there’s no way to start that many fires that widely dispersed of that magnitude. The wind was blowing on all of those.
