At the time of the founding, the "states" were like individual countries, sharing a common geographic location....not "a nation" so naturally....The United States.

The founders wanted all to unite, and had to craft accommodating language to hammer out the agreement. Of course the slave states wanted to game the system by counting slaves as voting population, which they were not, for the purpose of gaining representation in Congress. Hence the 3/5s rule.

The "other persons" also included indentured servants, contract workers, who were to work for a period of time without pay, to offset the cost of bringing them here, then they would become freedmen.

Slavery was a common practice world-wide at the time of the signing, and still is practiced in some areas, but nevertheless, the USA was one of the first to abolish slavery.

How was the 3/5 compromise gaming the system by the South?

Northern states counted women and children for the purpose of representation in Congress and they were not allowed to vote.

Do you now make the claim the north wanted to game the system?
