The Russians actually have launched missiles with cluster warheads, and they have struck civilian targets with them, even if it something the Russian MOD is trying to cover up.
They have them. Battle hardened teams who are executing difficult combined arms attacks on Russian positions.
The Russians have already left land mines, booby traps, and unexploded ordnance all over Ukraine. The Russians have been laying down remotely delivered anti-personnel mines since the start of the war.
Even before this most recent phase of the Russian war against Ukraine most of the civilian deaths and injuries in the Donbass area were from mines and other UXO.
Adding a few more bomblets won't make a difference.
The issue is not the Russian use of cluster munitions against military targets, it was their indiscriminate use of cluster weapons and other munitions on civilians.
