Those types of prisons allow inmates to choose voluntary solitary confinement so they don’t have to be out with the general population. Some of them choose that.

So, did he opt out of that? One would think he’d have chosen it, given the notoriety of his crimes.
I’m thinking maybe the federal prison set it up. Remember when they set up Whitey Bulger’s assassination.
