Obama is not giving orders. He was just a good-looking front man who could perform more reliably than Biden. He can still be useful on occasion.
The staff are taking their real orders from the same people who gave Obama orders. Those decision makers do not have names that would be commonly recognized by the public. Other Freepers have put a lot of work into tracing them and might be willing to publish a rough organization chart. Of course, any such thing will always be "subject to revisions".
Even the cabal inner circles cannot always be sure who is in charge. There is constant maneuvering for positions and things change from month to month.
You can see it when finally reporters are yelling and asking him tougher questions about his family. I remember a while back someone asked him about the border and he yelled we are working on it and walked off. They quit asking about it and put it on harris to handle. They apparently think the border is fine..
