The guy was in charge of nuclear waste dispostion, a program related to disposing of spent commercial reactor fuel. It’s an imposible job because no one wants it done, and he wasn’t the “guy” for the job, but there is no secret conspiracy here. He was on official travel on a commercial flight for passingly legitimate government business. That he had a thing for stealing suitcases of women’s clothing is a perversion and lawd’s sake the DOE is hardly the model of an efficient govnerment agency, but there is no hush conspiracy here.
