Incandescents are 30 % of the market per the article......so the market was sorting this out without gov’t action. This is pure dog whistling to the green dogs that vote rat.

I like the LEDs. I put the soft white bulbs in our lamps, and the daylight ones in the overheads.

Not especially. You're probably thinking of the curly CFL bulbs that contain mercury vapor.
