The newsroom at the station I worked at in the 80’s had several scanners at each workstation to monitor 24/7. Anything breaking we could relay to reporter(s) on call to head to the scene. It made for competive news gathering which benefited the community. I monitored 3 scanners for my airborne traffic reports. Now, it’s when leaked by an information officer or they send a press release.
This is silly. Bad guys listening to NYPD radios isn’t an issue. This guy just wants funding and equipment for his unit.
The smart have left.
Their primary dispatch channels should be in the clear.They could use secondary encrypted channels gor tactical use.

The FCC has long required Amateur Radio transmissions to be listenable by anyone (e.g., no encryption).
But then, Hams are mere citizens.
