Poor us. That describes 95% of the United States, mostly rural areas.
In actuality, it's a political term, an epithet directed at "whitey."
When I was a cop, the supermarkets in the area would routinely hire off duty police to work shoplifting duty. It was always fun to catch one. They often were found committing other violations as well, and frequently had outstanding warrants.
