If the mental institutions were not closed, this individual (or more correctly one or both of their parents) would have been treated and kept from harming themselves or others.

As it is, with the closure of mental institutions, the mentally ill are left to their own devices. They breed with each other, leading to more mentally ill with deeper problems.
