In Panama, the protestors could easily be arrested by the police.
They were not arrested. Therefore, the government is complicit in the protests, for some reason.
There may be a shakedown of some type going on.

Panama President Laurentino Cortizo sent his condolences to the dead protesters’ families, saying that such a crime “has no place” in his nation’s supportive society…While this may have been extreme, how about telling the protestors to stay out of the road?!
