Xi is making China totally communist. The existing economy and mindset is plagued with entrepreneurial and capitalistic economic aspects.
The existing economy must be totally destroyed and then replaced. Xi is destroying the existing economy and replacing it with CCP approved business and industry
Xi could distract and take the pressure off by opening up the Northern territories for settlement from the Amur river district to the Far East. Lots of open land with untapped forests and grasslands just sitting there and going unused.
2 million troops would be spread very thin over a huge territory. It wouldn’t be a winning proposition in the long run.
