Cannon hasn’t done what should have been done at the outset: throw the entire case out as a fabrication and hold Smith in contempt for trying to pull this stunt on the federal court.

Perhaps, but she has kept control of the case herself by how she's handled matters. If she had thrown it out, it could have gone up on appeal and came back to a different judge. Federal judges can play games to frustrate and delay appeals. She can still throw the case out before election day, and may still do that.
