If the Chinese are still doing this work under inadequate safety protocols like with Covid, escape is almost certain.

At the end of the pandemic China was clearly the only world leader on top - they as pulled ahead militarily and economically and their influence had spread throughout Africa and South America. It was a successful bio-chemical attack on the US and world.
Why wouldn’t they take the next step and dominate?

The Chinese have been attempting to create a virus that would preferentially exterminate people of non-Han Chinese genetics. They even wrote about this in their military journals a few years ago, detailing a scenario where China could repopulate the North American continent after a plague had removed all of the previous residents.
We have our lunatic fringe. So do the Chinese. Both groups include persuasive (and very psychopathic) individuals who manage to get access to government funding from time to time.
COVID-19 was their first prototype. It did not work as it was supposed to work. And then there was an "Oops" in the Wuhan lab.
"Disease X" will have a similar progression. Hopefully, we will be lucky (again) and it will not work. If it does work, it will only be a problem for the 2% of the human race that survives the plague.
Spoiler: That won't include the Chinese people or the members of the WEF councils. Their very names will have been forgotten in the aftermath of such events.

A disease with 100% mortality in 8 days won’t spread that far. It needs to be dormant for a period of time in order to be spread and then be 100% fatal. Like AIDS.

Is the answer as simple as ‘because they can.’ There are all sorts of treaties on nuclear proliferation, yet this crap is every bit as dangerous as nuclear bombs and we have mad chemists right now trying to develop the ultimate world kill-off weapon.

The Chinese did their “gain of function” work under BSL2 conditions which is basically minimal containment. It should have been done under BSL4 which is maximum containment. There have been official US govt documents released that confirm this. BTW, it’s not uncommon for microorganisms to escape from even high security labs. I’ve heard stories that will turn your hair white.

This is a level of evil I can’t begin to imagine. There’s no reason to mess with something like this anywhere. The only possible reason is to wipe out ALL of the human race leaving the planet devoid of all mammal life, even the animals would be destroyed unless a species has a natural immunity to it.
Hey, maybe a movie could be made called “The Planet of the Apes” or something.
