The only way to stop terrorits is to cut off their supplies and support. And they require a safe haven. They can’t continue without them. Gaza has decided they want to support hamas so until the people there determine it isn’t worth keeping them, then the terrorism will continue.
Since they are not going to bomb them out, then you bomb the civilians backing them like we did in WW II and cut off their creature comforts like food and petroleum until they decide it ain’t worth protecting them. Pick your poison. And a cold rumbling stomach says a lot.
