Exactly, so will all the other Fast Food restaurants. If some do not take advantage of the exemption then Panera Bread will have a real problem finding workers. Work at McDonald’s make $20 an hour, work at Panera bread make $9 an hour. No one’s gonna wanna work at Panera bread.
It sounds dumb. Who is going to work at Panera when there are tons of other places to work? I think this will backfire.

Agree, a few weeks ago San Francisco decided to impose a $5 fee on food delivery services (like Uber Eats). A bunch of Gig-Workers decided to do business there. OBVIOUSLY, nothing for them, and half of the original gig-workers went broke too.
Bottom line - for the Leftists, the Free Market is simply beyond their comprehension.
The employees at Panera Bread will be quitting to work elsewhere. That $5 difference from $15 to $20 works out to over $10,000 more a year to do the same job at other fast food places.
Baking bread, is a common, low skill level labor - *very* suitable for illegal aliens speaking Spanish from south of the border.
Meaning, it (baking) has gravitational pull, along with basic construction and other manual labor.
But, bread is food, and not cheap when labor is $20/hr.

Circa 1890-1910, New York City tried to restrict bars, but allowed restaurants to serve alcohol with food. Bars served sandwiches, inedible sandwiches, with a drink, with the tacit understanding that the patron would leave said sandwich on the bar, to be "served" to next guy who ordered a drink.
Then the City changed the rules to crack down on that, but allowed hotels to serve alcohol to their guests. So bars fitted out with beds a few small rooms, upstairs, or in the back, which patrons would nominally rent, with the tacit understanding that they would actually never set foot in their "room," but just drink at the bar.
Then the prostitutes caught on that these numerous bar affiliated bedrooms were ideal for them to ply their trade...
